Moving Off And Stopping

Remember the reason for signalling:
We should signal whenever any other road user would benefit from it. In this case there are pedestrians on both sides of the road. It is quite likely that they are intending crossing the road and will be assessing oncoming traffic for a gap in just the same way we are.
Pedestrians are often not up to date or aware of road safety and many of them will have no idea of the effect their actions can have on drivers. Whether they intend crossing the road or not they probably hadn't even noticed a driver in the light blue car and would be unaware that the vehicle was preparing to move off.
A signal in this case would help make your intentions clear to the pedestrians.
But as always - the only road users that we must always give way to are pedestrians (they are easily damaged), and if we think they will begin to cross the road we should reconsider our manoeuvre and perhaps wait for another gap - frustrating, but safe.
So pedestrians (and cyclists) may well benefit from a signal when we're moving off - let's see when other drivers might appreciate us giving warning of our intentions.
