Moving Off And Stopping

Here the driver of the light blue car has become impatient. He's applied his signal showing his intention to move off hoping someone will be considerate and allow him out.
He's right - eventually someone sees his signal and comes to a halt behind him and he moves off.
No problem?
Well, everything's gone ok in this case BUT
We should never do anything that would make any other road user to change speed or direction unnecessarily and the driver of the light blue car clearly has done in this case.
The two following vehicles have been forced to slow down or stop - I could think of many instances when using a signal to force your way into the traffic stream could inconvenience 50 or more drivers in the same way.
So the driver of the light blue car has at best been selfish - a number of other drivers have had to react to his impatience. Do you think it's acceptable for anyone to force their way into traffic in this way because they couldn't be bothered to wait for the proper opportunity.
